The ORCS are coming. A new WPA.

A new WPA
Put 5 Million to work cleaning up the country. In every city they would be issued a fifty gallon drum on wheels along with a broom and shovel. They could wheel the drum throught the streets and sweep an assigned four city block area each and every day, picking up any litter and keeping the city spotless.
We could call them ORCS (Outside Refuse Control Specialists)
Our Army of ORCS would keep America Beautiful while earning ten dollars an hour.
That would be a far more effective program than giving all those Trillions to the banks and insurance companies.
The nation's inner cities need ORCS!
