Two or three large teams of special ops need to be established down on the Texas-mexico border that use helicopters, hell fire rockets and kill teams to consistently take out the top management and ownership of the cartels and to continue to do so every time they are replaced for the next 5 to 10 years. If it causes of war with Mexico oh well....so be it....we're fighting one now anyway.
