Crazy stuff. What's crazier is it's believable.

The first hysteria of "killer robots" started in the 1930's, but really became a fad in the 1950's. This has remained a theme in science fiction, and more so in comic books, which by nature are designed for those of more limited intellectual capacity. Anime, low budget Japanese cartoons, especially is fond of the "killer robot" theme. But over all it's stale.

You'd need a modernization of the rules of war at the UN, and the US would need to lead that effort.
