Then why, when someone does use the talking filibuster, do they spend the whole time reading children's books? They could do all of what you say right now.
 
The filibuster is a dumbass Senate rule that only serves to slow the already-glacial Congress down even more, and ensure that they get even less done, either way.
The fillibuster is intended to force legislation that will only pass when there is greater consensus in Senate, thereby making it more likely that bills intended to produce partisan advantage will fail.
Working as intended.

During the 2019-2020 Congressional term, a record-breaking 328 filibusters were recorded with Democrats in the minority.
Since 2009, 657 filibusters were recorded under Democratic minorities while 609 filibusters were recorded under Republican minorities.

Because, now, it's just a prop.
Talking in the well now does nothing.
Does not prevent or press a cloture vote.
Whether or not anyone talks, the bill stops till the cloture.
But all other Senate business can go on.
So the fool in the well is droning to make a point using a bill he/she knows will never pass or will never fail.

I want to try to restore this government to a functional government that actually works to address issues rather than play "gotcha" with one another while the country languishes.

People complain about the power of the executive but the filibuster in its current state is responsible for the executive grabbing power to keep the country running.

Restoring the filibuster would, hopefully, reduce the need of the executive to pull power unto himself as the Congress can again become a functional entity.

UNDERSTAND: If we cannot restore the filibuster then I prefer doing away with it altogether.
