Our Republican governor who is a big Trump supporter had to say no to the commission's request because of state law requiring the information be kept confidential by the people requesting the info. The commission has openly stated that the information it collects will be open to all. Many states have similar reasons for having to say no. I looked up how many states saying no to the requests were actually Democrat--it was less than half.
