Probably right.

People serving time are always looking for hustles. And the fellow is serving 20 years, he has to be in a max security joint that has a lot of people serving time for cutting people up. I'm sure there are a lot of people who are qualified for the task there too.
 
It is not a waste of money. It is a health issue and they have an obligation to provide medical and others services as needed


There is no obligation to provide elective surgery to convicts, or even to provide expensive "necessary" surgery. The fellow who whacked MLK was rejected by the prison system for a liver transplant after he came down with cirrhosis OTL.
