State Department audit faults Clinton on emails, says she broke records rules
The State Department watchdog, in an extensive and detailed report, accused Hillary Clinton of flouting federal records rules and cybersecurity guidelines while secretary of state by exclusively using personal email for government business.
The forthcoming State Department audit faults Clinton and her predecessors for poorly managing email and other computer information.
The report says the department and its secretaries were "slow to recognize and to manage effectively the legal requirements and cybersecurity risks associated with electronic data communications." It cites "longstanding, systemic weaknesses" related to communications that started before Clinton's appointment as secretary of state.
But the report singles out Clinton’s failures as more serious.
It specifically accuses her of violating department policy by not giving over emails when she left office.

Several months back in a press conference the State Department declared State Department-related e-mails found by the FBI had never been turned over by Hillary. That is a direct violation of the law as it pertains to the Federal Records Act.
"Secretary Clinton should have preserved any Federal records she created and received on her personal account by printing and filing those records with the related files in the Office of the Secretary. At a minimum, Secretary Clinton should have surrendered all emails dealing with Department business before leaving government service and, because she did not do so, she did not comply with the Department's policies that were implemented in accordance with the Federal Records Act."
(* 'Coincidently', Obama's administration was recently named the WORST in US history for criminal non-compliance regarding FOIA requests with a 70% CRIMINAL Non-Compliance Record.)

- ALSO, as I have pointed out repeatedly and this statement above proves, once Hillary stepped down as Secretary of State, being 'read out' of all 'Top Secret' Compartmentalized Programs and having no more requirement to have access to classified information, she was required BY LAW to turn over all classified material in her possession. She did NOT - she broke the law!
** The State Department is very careful to use the term 'e-mails' instead of 'classified material' because part of Hillary's argument is that she never had 'classified' information...and they know this declaration already damages Hillary's defense.
For all the Libs who have been continuously screaming that Hillary did nothing wrong, broke no rules, THE STATEMENT DEPARTMENT JUST SAID, 'YOU'RE WRONG!'
NOW it will be interesting to see how much this damages Hillary's defense. One thing is sure, the Obama administration is not helping her a whole lot. Not long ago, while trying to defend Hillary, Obama declared Hillary had definitely been 'negligent'. Now the State Department declares she broke rules put into place to be compliant with the Records Act, which means she was NOT Compliant with the Records Act which means HILLARY BROKE THE LAW!
