Erm. No they haven't. In Spain you don't have to wear face coverings if you are taking exercise or eating, which includes swimming. Once out of the sea or pool, you must wear a mask. Nothing has changed other than the Spanish Government has mandated the same uniform rules for each region, rather than letting each region decide for themselves. Your OP is complete BS.
