Sometimes darker people are more "White" in perception then "blonde people"?

Sometimes darker people are more "white" in perception then "blonde people" like in Rocky IV, Rocky the Italian Stallion is whiter then Ivan Dragov. But when it comes to fully white people they are all "equally white" in my opinion.

Italians are more white then Chuvash or Kazakhs.

Most Celts are pretty white. Pure Spaniards and northern Italians are Gauls or Visigoths, very white. In Mexico and South America they make up the 'elites', and intermarry among themselves, very few have mestizo offspring, i.e marrying natives or mestizos. In Spain and Italy the darker shades come from Arabs and African pirates and invaders. I thought everybody knew this. Several thousand years ago a large band of Celts settled in central Turkey, which is why there are a lot of very white Turks, blue and grey eyes, blondes, red heads, etc. in Turkey as well.
