Cyanide is a "heavier than air" gas. If he somehow got those pills to become a gaseous mixture with the air then a train traveling through it would suck that gas inside the cars.

I doubt that there were enough for a terrorist attack either, but I also don't believe that this guy decided to impersonate a subway worker in order to commit suicide. And really, if cyanide pellets were your choice of suicide method, wouldn't you figure out how you were going to use them before you got to your final resting place?
