I think the primary problem with less condom use now is that in the Zeitgeist, HIV is now just a chronic condition, and not the death sentence it was when it first appeared. Was watching some legal doc the other night about prostitution and a ex-pro was speaking to arrested 'Johns' and she'd been living with HIV for over 25 years. The survivability of it now is largely due to better drugs. But those drugs are still very expensive so it you can't afford them, it's still a death sentence. But that fact isn't permeating into public consciousness.

Plus early on the public health campaign re: HIV was very effective. Now it's all but non-existant. So long as the risk isn't in everyone's face all the time, people will fall back under the mistaken impression that it's either gone, or not something they have to worry about any more.

AIDS can mutate so the drugs will be worthless and something worse can also come along if gays and others don't use condoms.
