Just isolate infected prisoners within the lockdown facility

With a virus that spreads as easily as this does, and spreads while people are asymptomatic or have very minor symptoms, that might not be a viable method to prevent the spread throughout a prison, to both inmates and staff. :dunno:

Maybe that's why they are releasing some. It's an ethical issue because unless you are a convicted murderer on death row, prison can not be a death sentence.

I would rather build hospitals for non felons

No one is saying that. If they get sick they have to provide them medical attention, and as I said, unless you are on death row prison cannot be a death sentence.

They will get medical attention

and for those who need it there is the prison hospital

What do you think should be the consequences for stealing or destroying someone else's property?
Unless it's his I'd bet he couldn't care less.
We should do the best we can for prisoners short of turning them lose

that would be utterly irresponsible

Ideally, not prison.

Flogging, caning or whipping. Countries that utilize such forms of corporal punishment have very little recitivism.

Just saw this and it's relevant to the thread. Apparently Cook County jail in Chicago has a growing number of COVID-19 cases. They are "screening and releasing nonviolent pretrial defendants." That's not the same as releasing convicted criminals, but it's a similar sort of action to try combating the spread of the virus.
