Bad thing to be a warrior prince in the 21st century. Prince William wishes to do his duty both as a Briton and as a member of the Monarchy. The Army legitimately doesn't want to create a high profile target or expend an incredible logistical effort to safeguard the young man while allowing him to do his duty. Both sides are right. If it were me, I'd send him. But I am known to sympathise with folks who actually have a sense of duty.
