Obama wanted his nominees to the DC Circuit court to have a vote on the floor of the Senate. Republicans (then a minority) filibustered every nominee to the DC Circuit. It wasn't about the qualifications of the nominee, they promised to uphold every appointee regardless as they (again, as a minority) had taken it upon themselves to determine that there were just too many judges on the DC Circuit and therefore the empty seats did not need filling. Now, the Senate can reduce the number of seats on the DC Circuit, but it requires passing legislation to make this happen. In essence, the minority party was usurping legislative power.

That's what started this fight.
