For instance, if you cuss out a guard you will be thrown in solitary.

Good to know that Sheriff Joe has so much contempt for our First Amendment freedom of expression. Also reading through the comments being left on the article, it's ironic to see the so called limited government Tea Party crowd cheering on his gross abuse of civil rights.

Not sure it's actual abuse of civil rights. Dunno what the required legal minimum for susteanance is for prisoners. Though unless it's pretty highly enriched bread, I'd imagine it's falling short.

Reminds me of an old Chris Rock stand-up bit though how he said prisoners should just have a live cow place in the yard for their food and whatever happens happens. :)

When a person is convicted of a crime and sent to prison they lose their civil rights and voting privileges.

Sheriff Joe Arpaio of Arizona's Maricopa County said inmates who defaced American flags in their cells will be fed only bread and water for a week.
It's only for 7 days.

Maybe add some vitamin pills.

How come they had flags in their cells at all?
Couldn't they use them as weapons, to choke guards or other inmates, or hang themselves?

Defacing the flag must be punished...can't be having people doing that.
This punishment is reasonable.

Can't be having "Torture in American prisons" though. There is a doco made by British tv channel showing inmates in American prisons being stripped naked, forced from their cells by baton wielding guards, the inmates beaten, dragged along the floor, whacked with cattle prods, verbally abused in the worst way, bashed by guards, sprayed with gas causing second degree burns, etc.

The Eighth Amendment to the United States Constitution states that "cruel and unusual punishments shall not be inflicted". The general principles the United States Supreme Court relied on to decide whether or not a particular punishment was cruel and unusual were determined by Justice William Brennan. In Furman v. Georgia, 408 U.S. 238 (1972), Justice Brennan wrote, "There are, then, four principles by which we may determine whether a particular punishment is 'cruel and unusual'."

The "essential predicate" is "that a punishment must not by its severity be degrading to human dignity," especially torture.

"A severe punishment that is obviously inflicted in wholly arbitrary fashion." (Furman v. Georgia temporarily suspended capital punishment for this reason.)

"A severe punishment that is clearly and totally rejected throughout society."

"A severe punishment that is patently unnecessary."

It seems that the constitution does apply to prisoners.
