San Francisco sues 28 alleged drug dealers to keep them out of drug-ridden neighborhood

Lawsuit doesn't even make sense. Doesn't SF have a police department? Just round up the dope dealers and ship them off to Folsom Prison.
 
Why are there no legitimate pot shops in the area? Taxing marijuana means revenue for the City which can be used to fund social programs.

The California Department of Tax and Fee Administration reported today that cannabis legalization and taxation in the state came in the nick of time. Just when the state is under extreme fiscal pressure, cannabis is pulling through: Cannabis tax revenues in the second quarter soared 32.6% from a year ago, to another record of $208.4 million (not including revenues collected by cities and counties). And this during the Pandemic!
 
Forgive me if this is a dumb question, but wouldn't arresting them instead be a little more thorough since that puts them in jail and gets them completely off of the streets?

I don't believe the issue is with Marijuana... Class A narcotics seem to be a much bigger issue in the Tenderloin...
It could be much less of an issue with legal pot shops engaging in Capitalism, creating jobs, and generating tax revenue to help fund social services. Alcohol is already legal. Other drugs could be less attractive in that case.

And after 5 years a court bans them from certain neighborhoods. Which then they still go and get a sternly written letter in response.
