Jewish citizens, but not a jewish country, but a Greek country and before that a Persian country. There was no jewish country when Rome overtook Samaria, Judea , Israel , aka the land of Canaan. There were lots of Jews though, who by the way did not get along with the Greeks or each other. Many Jews just lived in the Persian , Greek and Roman Empire till Rome got sick of their fighting and kicked them out. The Rome renamed the land Palestine, which many of the pheasant Jews and Edomite's, aka Canaanites, stayed and worked the land, and some became Muslims and some Christians.
