It was written by Marty Balin and Paul Kantner together. Marty was woken up by a truck one morning, which happened to be a truck with Volunteers of America painted on the side. Marty started writing lyrics down and then asked Paul to help him with the music.

I was really shocked by Bowie's death, and saddened, but Paul Kantner, that's a kick in the stomach. I saw Kantner with the Airplane in Central Park, with the Starship several times and with the Airplane again on their reunion tour in Radio City Music Hall. I always loved the song "When I Was a Boy I Watched the Wolves". RIP.
