Especially since the Gulf Cartel has a paramilitary arm full of Zetas which are ex-members of the Mexican armed forces.

We also need to put a big lock and key on Laredo since more product moves freely through there than any other inland port. Also, Americans are disappearing when they cross over the border into Mexico.
