It is probably not true, it reeks of fabrication. First of all, Che Feng. He was not the vice minister at the ministry for state security. That person was Dong Jingwei. And here is where it gets funny. Dong Jingwei defected to the US, and the Biden administration last June. If China has been attempting to buy the Biden's off they are not being very effective. The Che Feng fellow, he is under investigation by the Chinese government for fraud and corruption. That does really jive with an official of the government doing government work now does it. And finally, the best part, I think Levin just threw it in there for fun. I mean this is all about the Benjamins, the book sale dollars, and throwing out Mr. Zhao is a not so subtle attempt at making his supporters look like fools so he can laugh all the way to the bank. Mr. Zhao is a very famous Chinese dark comical film. Levin didn't even bother to create a fake first name, just used the name of the film. That is where the whole proposition falls apart and becomes comical.

I don't carry the burden of proof here, it is those that are making the accusations that have to provide the documentation.
