UN Ambassador Nikki Haley wasn't free-lancing. She said when the sanctions would be announced, and who would announce them. President Fickle fucked her.

A White House official told POLITICO Monday that Trump had not signed off on the sanctions, despite Haley’s Sunday comments on CBS’ “Face the Nation” that they would be announced as soon as Monday.
The administration had reviewed a series of options as part of the response to the chemical attack in Syria earlier this month, including the sanctions on Russian entities, but Trump had not officially approved them, the official said.
"The sanctions were always something that was just under consideration," the official said, adding, "We would not have rolled out sanctions through somebody saying them on a Sunday show."

This is the biggest joke. Obama issued no sanctions for 2 years from when he found out about Russian interference, and only finally did anything after Trump was elected. He also allowed them to cross his red line numerous times without doing a thing.
Many sanctions have been set out against Russia by Trump, along with a strike, and because they haven’t issued more sanctions in your allotted time frame, it is something sinister. Do you guys ever listen to yourselves?

what the fuck are you talking about? Obama was in Putin's face about this as soon as he found out, which was middle of 2016. He made the decision to not go public with it to not make it a partisan issue. Maybe he was wrong on that, but he wasn't a treasonous little bitch like Trump who actually went on live TV to praise Putin and solicit Russians to hack for the benefit of his campaign.
