....it's the former over the latter by a mile!

1. I'm far from the first to point out that Democrats/Progressive/Liberals talk a good game when it comes to black Americans......for all the pretend programs ('Midnight Basketball') and excuses for criminality, blacks remain the lowest racial category when it comes to income.

The only thing the Left has done for black folk is to ban one particular word from polite conversation.
That's it.

And it's not an accident.....the term 'government plantation' comes to mind.
As does James Madison's quote "Education is the true foundation of civil liberty.'

2. "A recent report by Chris Stewart has shed new light on some of the educational problems faced by black youth. The report is titled "The Secret Shame: How America's Most Progressive Cities Betray Their Commitment to Educational Opportunity for All."

3. "So how do we explain outstandingly poor educational results for minority children in San Francisco -- which also happens to be one of the wealthiest cities in the country?" "The Secret Shame" reports that progressive cities, on average, have black/white achievement gaps in math and reading that are 15 and 13 percentage points higher than in conservative cities. For example, in San Francisco, 70% of white students are proficient in math; for black students it's 12% -- a 58-point gap. In Washington, D.C., 83% of white students scored proficient in reading compared to 23% of black students -- a 60-point gap.

4. Yet, three of the 12 conservative cities researchers looked at -- Virginia Beach, Anaheim and Fort Worth -- have effectively closed or even erased the gap in at least one of the academic categories studied, achieving a gap of zero or one. "The politically conservative Oklahoma City has even turned the tables on our typical thinking about race-based gaps," says Stewart. Black students in Oklahoma City even have higher high school graduation rates than white students.

5. "The Secret Shame" report didn't say why the black/white achievement gap was smaller in conservative cities compared to their progressive counterparts. But permit me to make a suggestion. An Education Week article reported that in the 2015-16 school year, "5.8% of the nation's 3.8 million teachers were physically attacked by a student." The Justice Department's Bureau of Justice Statistics and the Department of Education's National Center for Education Statistics show that in the 2011-12 academic year, there were a record 209,800 primary- and secondary-school teachers who reported being physically attacked by a student. A National Center for Education Statistics study found that 18% of the nation's schools accounted for 75% of the reported incidents of violence, and 6.6% accounted for half of all reported incidents. These are schools with predominantly black student populations. My guess is that part of the reasons black academic achievement is greater in conservative cities is that schools are less tolerant of crime whereas schools in progressive cities make excuses."

With friends like the Democrats/Progressives/Liberals, black Americans don't need enemies.

When the liberal education establishment is pushed about the poor quality of schools they blame the parents

since the inner city schools and black students are doing the worst that is an indirect criticism of black parents

Walter E. Williams puts a big hurt on that.....but.....there is this:

With respect to the education gap, parents should have to explain these areas in which black students fall short when compared to white and Asian students:

The number of days absent from school

The number of hours spent watching TV

The number of pages read for homework

Quantity and quality of reading material in the home

The presence of two parents in the home.

If Progressive school administrations don't turn up the heat on these factors....they are also to blame.

"...educational outcomes for most black youngsters is a national disgrace. As of 2016, in Philadelphia, only 19% of eighth-graders scored proficient in math, and 16% were proficient in reading. In Detroit, only 4% of its eighth-graders scored proficient in math, and 7% were proficient in reading. In 2016, in 13 of Baltimore's 39 high schools, not a single student scored proficient on the state's math exam. In six other high schools, only 1% tested proficient in math. Only 15% of Baltimore students passed the state's English test."

"... there's gross fraud practiced by the education establishment. High school graduation rates for black students range from a high of 84% in Texas to a low of 57% in Nevada and Oregon. However, according to ACT data, the percentage of black students judged to be college-ready in English, math, reading and science ranges from 17% in Massachusetts to only 3% in Mississippi. One concrete example of this fraud is the fact that Baltimore's Frederick Douglass High School has a graduation rate of 70% while not a single student tested proficient in mathematics and only 3% did so in reading."

So then the answer is take large groups of those highly disruptive low engagement, truant, low performing kids and force the really good schools to accept them. Those kids have to be given an education. The teachers in those good schools are going to learn how to deal with highly disruptive behaviors though.

"Those kids have to be given an education. "

No they don't.
Might as well simply close the schools.

Open 'holding' facilities' for them....and penalize the parents.

What a stupid idea you have, of ruining actual education facilities with thugs and disruptors.

Maybe bank robbers have to be given jobs in banks, too, huh?

You want "holding facilities? You do realize that those are called jails and prisons. Why don't you say what yo mean?

I'm always honest, you're simply a moron.

With more teachers like you, we wouldn't need any teachers.

I'm just being realistic. How do we educate all kids? It's the million dollar question. Teachers are trying to educate all kids they have. Not an easy task.

" It's the million dollar question. "
Not in the slightest.

Now....focus like a laser: if one of the darlings brought in a gun, and proceeded to slay several classmates, do you notice how absurd it would be to say 'we must teach the murderer!!!! He must be allowed to remain in class!!!"

But...but.....he only slew three!!

But....he only seriously wounded one!!!

But....he only punched the teacher!!!

No....he is OUT.

Your absurd argument is consistent with the Liberal view, one that resulted in 17 dead in Parkland.

Read carefully:

“Obama admin made schools more dangerous

1.There’s been a sea of change in school discipline over the past five years. Secretary of Education Arne Duncan was convinced that the striking racial disparity in school suspensions was “not caused by differences in children.” According to Duncan and others, students of color were being discriminated against by their teachers, fostering a “school-to-prison pipeline [that] must be challenged every day.”

2.…the Obama administration issued federal guidance putting school districts on notice that even if their discipline policy was “neutral on its face” and “administered in an evenhanded manner,” they could be subject to a federal civil rights investigation if minorities were suspended at a higher rate

.

3.An examination of the NYC School Survey shows that, in the eyes of students, school climate has deteriorated significantly from the 2013-14 to the 2015-16 school years. The deterioration was most dramatic in schools that serve 90+% students of color, and especially striking compared to those same schools in the last two years of the Bloomberg administration. Under Bloomberg, physical fighting became less frequent at 30% of schools and more frequent at 28%; under de Blasio, it became less frequent at 14% of schools and more frequent at 50%. Under Bloomberg, peer respect improved at 36% of schools and deteriorated at 30%; under de Blasio, it improved at 19% of schools and deteriorated at 58%.

4. …attorney John Choi noted that the number of assaults against school staff tripled from 2014 to 2015, terming it a “public health crisis.” That’s a tragic result for a policy intended to make school discipline more fair for students of color.

5. In Tampa Bay, Fla., 66% of teachers said that the new policy did not make schools more orderly. In Santa Ana, Calif., as well, 66% of teachers said the new system was not working. In Denver, Colo., 75% of teachers said that the new system did not improve student behavior. In Madison, Wis., only 13% of teachers thought that discipline reform was having a positive effect. But in Baton Rouge, La., 60% of teachers said there was an increase in violence or violent threats from students, and in Syracuse, N.Y., two-thirds of teachers said they were worried about their safety at work.

6. …Marc Bruno, a teacher who got kicked in the head by a student said: “We have fights here almost every day.... The kids walk around and say, ‘We can’t get suspended — we don’t care what you say.’”

7…. schools have become less respectful, more disorderly places for millions of students. The bitter irony is that the effort to limit the “school-to-prison pipeline” has likely only increased its flow.

8. The Obama administration issued “guidance” coercing school districts to second-guess their teachers’ judgment on how to maintain discipline and order. The Trump administration should rescind that mis-guidance, ….’

9. "Despite committing a string of arrestable offenses on campus before the Florida school shooting, Nikolas Cruz was able to escape the attention of law enforcement, pass a background check and purchase the weapon he used to slaughter three staff members and 14 fellow students because of Obama administration efforts to make school discipline more lenient."

10. …a strategy, adopted by more than 50 other major school districts nationwide, allowing thousands of troubled, often violent, students to commit crimes without legal consequence.

…FBI agent Michael Biasello told RCI. “He probably wouldn’t have been able to buy the murder weapon if the school had referred him to law enforcement."

…an Obama administration effort….to slash arrests and ensure that students, no matter how delinquent, graduated without criminal records….Applications for federal grants reveal that Runcie’s plan factored into approval of tens of millions of dollars in federal funding from Duncan's department…. they also came with threats of federal investigations and defunding for districts that refused to fully comply.” Behind Cruz's Florida Rampage, Obama's School-Leniency Policy | RealClearInvestigations

Disruptive kids began long before Obama. I'm not laying the blame on him. Are you saying we shouldn't educate disruptive kids? I'm not speaking about the extremes. I'm talking about your average semi disruptive kid who doesn't do work and doesn't score high on tests. What's your plan? I am respectfully asking what teachers should do about teaching those kids. Teachers have to deal with this. It's mandated. That's my point. I'm not going to put the blame on them either. Many are trying hard faced with difficult circumstances.

I believe I was pretty clear about what I said.

Work on comprehension.

We can either have a facility that educates, or one with rubber walls that allows the thug behavior that you endorse.

We've each made our positions clear.

Where in the constitution is the power to mandate a federal education curriculum?

I'm pretty sure the 10th amendment doesn't require a college education to comprehend- The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.

That doesn't look like a suggestion to me. It's beyond time to abolish the wasted spending on the bureaucrats who use abusive coercion for their beliefs as though the power was granted them- although, there is no *quick fix*, the longest journey (and it will be long) begins with the first step.

I don't endorse thug behavior. Where'd I say that? I asked a simple question. No need to get snarky.

That’s a big part of a teacher’s job. A lot of times it’s easy to get pissed at behavior that may have more to it than first meets the eye. If you can put yourself in their shoes, you’re halfway there.

No teacher should have to be abused, cursed at....nor EVER assaulted.

I agree whole heatedly. Unfortunately lack of parenting has become an epidemic in america.
