Abortion rates hit a historic low, dipping under 20% for US residents, which hasnt occured since 1974.
Abortion rates, since records have been kept, with some accuracy in the 1970's, soared under then President Carter,
Under PResident Reagan, the percentage leveled off and then began declining steadily. The rate of decline, which was greatest while President Reagan was in office, then continued at a slower pace under then President Clinton, and now, under the current President Bush administration, it has continued to achieve a historic low, under 20% which has not occured since the 70's,
