He is already being held accountable. Since the attack, even Macron, who has been lobbying for a peace deal with Putin, has said that now Putin's Russia must be defeated. Because of Putin's various atrocities, Russia's enemies are more strongly united, soon to be larger and much better armed than before Feb. 24, and firmly committed to defeating Russia in Ukraine no matter how long it takes.

Even in WWI there were no US atrocities that could compare to what the Japanese and Germans did, so even at that time it was clear that war doesn't make all people do terrible things but simply some cultures such as the Japanese and German cultures of the mid last century and the current Russian culture that allows people to do such things during a war.. Moreover, the civilized countries of the world have tried to change the culture that allows such atrocities and has had some success, but Putin's Russia clearly is not one of the civilized countries of the world.
