Before signing the bill adding sanctions on Russia, Trump privately tried to kill the bill, calling Senator Bob Corker (R-Tenn) and telling him that the bill was "bad policy" and "unconstitutional".

Politico (8-23-2017): Trump expressed frustration over a bipartisan bill sanctioning Russia and tried to convince Senate Foreign Relations Chairman Bob Corker (R-Tenn.) that it wasn't good policy, according to three people familiar with the call. Trump argued that the legislation was unconstitutional and said it would damage his presidency. Corker was unrelenting, these people said, and told Trump the bill was going to pass both houses with bipartisan support.

It looks like once Trump realized the Senators were not intimidated, he pretended to like the bill by signing it.

He only signed to save himself the embarrassment of them making it law anyway after he vetoed it. Don't kid yourself he can't think that far ahead to try to make a deal!
