Unfortunately I don't think it is a big enough anchor issue to keep the voters' miniscule attention spans. Term limits maybe.

The only way we get term limits is by getting the very people who can give us term limits to give up their seats in 2 or 6 years. They will NEVER do it. Neither will state legislatures because they all have federal aspirations and they don't want to end the potential for a de facto lifetime appointment.
