I'm sure they are making a killing off of the postage. Since there is no way to know at the outset what it will cost to mail these envelopes (you get discounts for pre-sorting), you charge your client the first class per-piece rate up front. Then on the back end, you mail it for less.

Some Americans may be unwittingly throwing their long-awaited stimulus payments in the trash. That's because, starting last week, the Treasury Department and the IRS started sending out economic impact payments in regular white envelopes that could be confused for junk mail.
While some people have already received their payments as direct deposits or paper checks in the mail, almost 4 million people — including those for whom the agency does not have bank accounts on file — will be getting their stimulus payments in the form of prepaid debit cards. The only problem is that the debit cards come in envelopes that say "Money Network Cardholder Services" and do not bear any federal markings.
That has prompted some recipients to complain that they look too similar to unwanted credit card offers, leading some to accidentally throw the cards — which could contain as much as $3,400 for a family of four — in the trash.
To help taxpayers identify the cards, the IRS said in an FAQ that they will bear the Visa logo and are issued by MetaBank. A letter included with the cards explains that they are the Economic Impact Payment Card. More information is available at eipcard.com.
To activate the cards, taxpayers need to call 1-800-240-8100 to verify their identities and set their PINs. They should also sign the backs of their cards.
The cards can then be used like regular debit cards for online transactions or swiped at stores, where users can also opt for cash back.
Another screw up by the blob. I can't wait to hear the explanations on why anyone at the White House or Treasury thought this was a good idea.
And, oh yeah, save the whole "you guys got mad about the checks with Trump's name" gambit. That isn't the reason the blob's treasury decided, for some reason to send credit cards out in white envelopes with no official markings on it.
The Treasury did that as a last resort to get the stimulus payment to the few remaining people...
So if the Liberals don't have a bank account, and won't accept a check with Trump's name on it, they get a third chance to throw the payment away!!!
And nobody in the blob's administration thought to buy envelopes that said "US TREASURY" on them?
It was quite predictable that there would be this defense of the blob erected by losers like yourself who can't possibly imagine their lord and master making this boneheaded decision.
They are being mailed by a BANK!!!
Since a bank is a private business, it is actually ILLEGAL for them to use an official government envelope or postage to mail THEIR PRODUCT...

I am a veteran, and had to deal with franked mail on a regular basis, and I can guarantee you that we were prohibited from releasing the envelopes or stamps to non-government entities (to ensure it wasn't misused)...
There is also a letter being included that explains what's going on, but it seems that people aren't reading it, or checking the situation out, so I posted this information to try to help those individuals out...
You are trying to explain something to someone that is simply dumber than dogshit.
The bank used it's own procedures for mailing out the cards, and the Libs are LIVID!!!
Apparently, they think Trump should have the authority to take over the banks, and run them himself!!!
