All countries do, but all countries aren't completely vulnerable to the enemy being able to strike with huge force and with impunity on any part of the victim country.

This war is a totally different situation than any war preceding it.
And it should also be noted that America could strike any asset in Russia with impunity, if the rules become ignored.

You're not accepting the obvious situation in which Russia can hit any target in the Ukraine with huge force. There should be no need for an explanation.

The only factor to consider is Russia's forward intelligence on the ground in the Ukraine.

The issue to be avoided by Americans is the reason why Russia hasn't so far.
