The U.S. Constitution specifies that Congressional apportionment shall be based on the number of persons in each State, and SCOTUS has already applied that concept to Congressional Districts. As a result, illegal aliens in the U.S. have been granted a Constitutional right to representation in Congress. The next step will be to allow them to vote in Federal elections. Given the Court's hostility to Voter ID laws, "undocumented" persons will be able to vote as often as necessary to ensure desired political outcomes.
