I think what Obama was talking about was more like the Peace Corps than the draft, but, since the idea of a citizen militia has been brought up, why not?

The last time there was a draft, there was also a war. Not just any war, but the most divisive war since the civil war, and one that was highly unpopular with the potential draftees.

Now, the war in Iraq is (finally and at long last!) winding down. Once it is over, and the US is not in a war, would be a great time to institute a universal draft, like the one they have in Israel.

Train every able bodied and law abiding young citizen in the art of warfare, issue them a rifle and a handgun to take home, care for, practice with, and be ready to use if necessary. Give them a permit to carry while we're at it.

Imagine the impact on gangs, on violent criminals, and on potential terrorists such a militia would have.

And, should we be forced to war in the future, we'd have an army no one could beat, and at a fraction of the cost of the current all volunteer military.

It sounds like a good idea to me, but I still doubt very much that was what Obama had in mind.
