Why would someone think their mail in ballot if mailed in on Nov 3rd would be counted Nov 3? that seems odd to me. you mean that 1.4 million Pennsylvania reps didn't know Nov 3 was the day of the election? Any ballot received after Election Day without a postmark is tossed out and not counted — even if the voter completed and mailed it on time.prove it, count the # of envelops against the number of ballots.
