Like many in various subjects, they simply knee-jerk react and try to appease their financial supporters with actions intended to combat whatever the issue is, even when previous attempts along the same lines (legislation et al.) have proven that that method never works.

Want less violence, give more avenues for pleasure. Every study ever conducted on why people become violent shows that if we're denied avenues for pleasure we become more violent.
