Nope.. That's not at all what happened. KSA had forgiven Saddam's OPEC quota debt that they met when Saddam was fighting Iran. Kuwait wouldn't forgive the debt and continued to steal from Iraqi oil fields.

Bush was following Clean Break Strategy.. It wasn't about oil.. Saddam's reserves were in very bad shape and he asked in 1998 to lift sanctions on the oil sector to let Halliburton in to do the work.. for a pittance.. 20 billion.
