The Prohibition amendment opened the door to what they called Organized Crime at the time. The Kennedy empire had it's roots in bootleg whiskey from Canada. By the time Prohibition was repealed fortunes were made and criminal empires had been forged. It's ironic that the Federal Government seemed to concentrate it's efforts on moonshine stills in the South while former bootleggers were taking over Vegas gambling casinos.
