If the state says no abortions allowed after X weeks, then that's the law for all cities, towns, and counties in the state. They don't get to make their own laws if they don't like the state laws. Any prosecutor that refuses to enforce the state law will be prosecuted by the state themselves.

Okay, here's the problem with that. Prostitution is against the law in 49 states. Yet you will find massage parlors, strip joints, escort services, etc where these services are routinely offered. Actually, it will probably be the opposite. Prosecutors only really go after cases they know they can win. The problem you have is that when you take such a case in front of a jury, you will have 50% of your potential jury pool that isn't about to convict a doctor much less a woman over an abortion.

You also have the problem of gathering evidence. If an OB/GYN writes down on her chart that it was a miscarriage or he performed an endometrial ablation, how are you going to prove otherwise? Especially with HIPAA laws on the books.
