And your point is? It has been that way since day one that it was set up. If you are only finding out it now you have a problem.
I knew a woman a few years ago that do to the hold harmless clause recieved a notice that the increase in her social security was four cents. Like she said it probably took more to print and mail the notice then she would get all year due to the increase.

You mean the COLA or are you talking about Medicare premiums? COLA is not expected to go up at all this year. Medicare has been going up every year. Duh.
