The "$2 billion" figure stems from a false political claim that former Georgia gubernatorial candidate Stacey Abrams was directly awarded a large sum of public funds by the Biden administration. [1]

• The Actual Grant: The money was a $2 billion federal grant awarded by the Environmental Protection Agency (EPA) in 2024 to Power Forward Communities, a coalition of five clean energy and housing organizations.
• Abrams's Role: Abrams worked as senior counsel for one of those organizations, Rewiring America. She did not lead the coalition, nor did she personally receive or pocket the funds.
• Program Intent: The EPA grant is designated to fund energy-efficient housing upgrades (such as heat pumps and solar panels) in low-income communities nationwide. [1, 2, 3, 4]
