Corps faces shortage of volunteers for deployments to Iraq, Afghanistan

WASHINGTON - The U.S. Marine Corps said Tuesday it has been authorized to recall thousands of Marines to active duty, primarily because of a shortage of volunteers for duty in Iraq and Afghanistan.

Up to 2,500 Marines will be brought back at any one time, but there is no cap on the total number of Marines who may be forced back into service in the coming years as the military battles the war on terror. The call-ups will begin in the next several months.

This is the first time the Marines have had to use the involuntary recall since the early days of the Iraq combat. The Army has ordered back about 14,000 soldiers since the start of the war.

Marine Col. Guy A. Stratton, head of the manpower mobilization section, estimated that there is a current shortfall of about 1,200 Marines needed to fill positions in upcoming unit deployments.

The call-up affects Marines in the Individual Ready Reserve, a segment of the reserves that consists mainly of those who left active duty but still have time remaining on their eight-year military obligation.

Generally, Marines enlist for four years, then serve the other four years either in the regular Reserves, where they are paid and train periodically, or they may elect to go into the IRR. Marines in the IRR are only obligated to report one day a year but can be involuntarily recalled to active duty.

According to Stratton, there are about 59,000 Marines in the IRR, but the Corps has decided to exempt from the call-up those who are either in their first year or last year of the reserve status. As a result, the pool of available Marines is about 35,000.

Up to two years on duty
The deployments can last up to two years, but on average would be 12 to 18 months, Stratton said. And each Marine who is being recalled will get five months to prepare before having to report for duty.

President Bush authorized the recall on July 26. It is the first such recall since early 2003, when about 2,000 Marines were involuntarily activated for the initial ground war in Iraq.

“Since this is going to be a long war,” said Stratton, “we thought it was judicious and prudent at this time to be able to use a relatively small portion of those Marines to help us augment our units.”

He said the Marines may continue to tap into the IRR for as long as the war on terror continues. Some of the military needs, he said, include engineers, intelligence, military police, and communications.

Is it getting a little drafty out there? And as for Iran...Suppose a squadron of Navy EA-6B Prowlers is sent to an airbase in Iraq. The Prowler is an airborne ECM platform for supressing enemy air defense radar. Iraq has no air defenses other than what we have there. That leaves Syria and Iran. Which do you think that squirrely little chicken-hawk SOB in the Oval Office is gonna pull the trigger on? How much you wanna bet it happens before the mid-term elections?

I appreciate that. But I already have several Kbars and a couple of Tantos. I have plenty of deuce gear that was acquired over the years. Problem is there is currently no plan to call back retirees. And, they need Indians more than chiefs. Maybe if I tell em I'll give back three rockers and go as a Sergeant. I could be a squad leader. Nah, some days I have a problem with authority. I was so much easier going when I was the boss.

I remember when liberals and Democrats were complaining and criticizing the way Bush was handling the war and the military. One of their allegations was that the military was not meeting its quota of new recruits. People simply did not want to sign up and take the risk of possibly being sent to a war that they did not think justified. They did not want to be put in harm’s way. Conservatives and Republicans were saying that the military is surpassing its quota. They argued that many people are still volunteering for service.

Well?!? Which one is it? Is the military in desperate need of more people or do they have an adequate supply. Will we have to institute the draft or not???
 
Numbers for the military are always changing. One year they'll say they're way behind on numbers in an area, the next year way over. I know in the Air Force they are booting out alot of officers(Lt. -Capt.). The last couple of years they've been getting rid of 3Cs --they completely cut out the re-enlistment bonus (used to be $60,000 when I was in) and they are actually offering some an early out of their active duty enlistment to finish their commitment in the reserves. The military is always "reshaping" in order to save money. The Air Force is currently under the process of cutting out 36,000 positions across conus.

Been a year or more since this topic made the grade, so let's don't go acting as if someone made any claims yesterday morning. Manpower levels fluctuate month to month, and at its best, the Corps is not 100% manned.

If there was a little more patriotism and a little less cowardly, "me first" whining, this wouldn't be an issue, now would it? Heaven forbid any of you parasites that reap the rewards of the society in which you live give back to it.

Not mine. I think if we were going to actually invade Iran, you'd hear talk of the draft. We just can't be spread all over the place and take them on as well.

I also think you would hear the Army talking before the Marines since the brunt of land invasion is on the former.

It's probably nothing more than stop-loss implemented because summer has a historically high turnover rate for both new enlistments and retirements. To form an opinion, one would have to see the numbers over the long haul, based on accession vs loss.

Further, the Marines have ALWAYS had critical MOS's even when we were 50K over the ceiling for manpower in the 80s. You can have three clerks for every desk, but if you're short a sniper, MOS 8541 is short.

If they were hurting THAT bad, the MSGT and I would both more than likely have been recalled by now.
 
I am assuming you never served. So if the answer seems to be condescending, it is only a reasonable attempt to be thorough.

It actually depended on which numbers you used and which service you focused on. Was it total recruits (everyone who signed up)? Or was it poolies (those on delayed enlistments) and shippers (those reporting for training now)? The corps has a quota system and depending on how the applicant signs on the line depends on when or if the applicant "counts".

People simply did not want to sign up and take the risk of possibly being sent to a war that they did not think justified. They did not want to be put in harm’s way. I am sure that some avoided service for just that reason. I am equally sure that some psychos wanted in just to kill people. We don't take criminals either. So some months had less than enough new applicants.

There is no danger of a draft anytime soon. You will not be asked to saddle up. Re-read the article. They are calling up skill sets. People in recruit training take six months to a year to become qualified to break things and kill people. This is a way to put experienced folks in place. But it is targeted. If there was a draft, they would lower standards and simply begin training trigger pullers.

ITA!!! They didn't want this old CSM either...yet. If they keep moving the age requirement...who knows.
