The US agreed not to invade until the results of the inspections were complete. There was no automatic resumption of hostility in the Sanction Resolutions. Furthermore the only action the SC agree upon in the case of a negative report by the inspector was to reconvene to discuss what action to take next. It did not authorize any member state to overthrow the Government in Iraq. In fact the invasion went against the UN Charter.

How did you think the regime would be changed in Iraq? Bush could have asked Saddam Hussein to PLEASE leave the country in 2002, but that probably wouldn't have worked. The Act was cited in October 2002 to argue for the authorization of military force against the Iraqi government.

The argument was won with the help of Hillary Clinton and John Kerry, just to mention two leading Democrats that voted AYE in the Senate.
