Washington DC gets most of its jobs and most of its
income from being the nation's capital, and the Constitution is designed to keep the region non-partisan.

Moving the capital elsewhere would really damage the area.

Which does not have to happen.
The legislation maintains a smaller District strictly for Government functions.....just like the founders envisioned


Then return the land not included in the smaller District to the states from which the land was originally taken. There is no need for a new state.

And if MD agrees they don’t want it?

It's also irrelevant. If that was the solution some wanted they should have proposed it when they had a majority. They did not so those who do have one have submitted their solution.

Manchin stated that if passed (it's not going to pass with or without Joe) that it would be appealed through the courts. It would. So he is saying the best solution would be an amendment which would simply be the law.

Pass an Amendment then. We don't add states by reconciliation.
 
The Constitution provides for a federal district, anyway. If not in its present location, then states will just have to cede real estate elsewhere.
I said in an earlier thread on this: Make DC a state and give them 2 Senators, then make Kalifornia the Capital and take away their 2 Senators and all House Representatives.

Works for me.

No Democrat is trustworthy, but I believe Manchin's stated positions on this and court-packing are rather locked-in with his constituents. He has been adamant enough against them that to reverse himself would put him in the clown suit brigade along with the rest of them. He has deftly avoided that so far.

So how do you explain the fact that all of DC across the Potomac was already removed without a Constitutional Amendment?
