All recurring spending programs should be reviewed at regular intervals. We’re 31 trillion dollars in debt, after all.

Actually my ongoing recommendation is to have a "Grace Commission II" to root out government duplication and waste.
Reviewing spending programs every 5-years can happen when they initiate the program and give it a finite life.
