This is a much safer nuclear. In fact it can even be used to help rid us of the stockpile of nuclear waste we're stuck with now and even use it for fuel as it's destroyed.Nuclear scares the bed wetters they would never use it.
This nuclear is so safe no containment is needed and it's a throttled reaction so it's self controlled. Wanna stop just take your foot off the gas and stop giving it fuel. Its well worth looking into and learning more. The info is all there just for the looking.

Environmental regulations. California's extremist laws limit the amount of power that can be produced by fossil fuels. On high use days, typically summer A/C days, the level of electricity produced is not sufficient.
So they do rolling blackouts so that all users aren't on power at the same time.
They have a second problem which is that since it's pretty much impossible to build a power plant in California now because of the environmental wackos, utilities build them across the border in other States. That works normally, but on high use days, those other States redirect the electricity to their own needs. So it's a double whammy.
California has done it to itself for decades.
If you drive around California, you'll notice endless windmill farms. Oddly, many of the windmills no longer work and are still. Why? In its infinite wisdom, California gave incentives to build them but not operate them. So they are built and when they break they aren't fixed because they aren't economically viable.

A ban would create an absolute instant cease of the natural gas retrieval process known as "fracking". While some Democrats, including VP candidate Harris, have suggested actual levels of banning, Biden never has. Interestingly, similar circumstances occurred over coal mine closings. In areas where coal miners were retrained and new sources of employment created, workers, formally employed in the coal industry found new careers. Areas, where retraining and new industries were stymied from developing, now suffer from some of America's largest unemployment and poverty levels and did so even before the pandemic. West Virginia comes to mind.
Fracking is currently having financial difficulties due to increasing production costs and lower alternative energy costs. As the coal industry did, fracking lobbyists are trying to get a few more years of profit from their dying industry, knowing full well the workers will become unemployable in a few years and local governments will be stuck with the cleanup expenses.
