Unfortunately unless the consumer grows an appititte for quality over cheap quantity it will make no difference in the long run. This must be backed with a campaign of quality over quantity in the consumers minds. Otherwise cheap labour will win out again.

It would help if consumers took the long view and demanded quality even if at a higher cost

but we can raise prices on imported chinese products through tariffs
