Most taxes are unfortunately, especially sales taxes and the like. Even though the rich pay a much larger sum in total, those trying to move from the lower ranks to Middle Class are impacted in many ways.

I read the law. What it say is that "if there is anything left over it will be refunded to the poor".

There will be nothing left over.
