I recall that when the "Great Terror Threat" was mooselimbs, the FBI would announce "foiled" terror plots using "informants". The bed wetters would insist these plots were initiated by agents who convinced some 18 year old mooselimb kid they were going to give them the tools and money to commit acts of terror only to entrap the poor mooselimb and pretend they foiled an attack that wouldn't have happened otherwise.
