The Hamas Charter clearly states they do not distinguish between Civilian and Soldier. This is also true of most other radical groups such as Al Qaeda and ISIS. This is a very brutal War that's been going on for a long time. Both sides have done some horrible things. But like Sherman said, "War is Hell." Hamas was not elected overwhelmingly. They won by default. Fatah received the most votes but there were so many candidates the votes were split leaving hamas' with single candidates winning the most seats. Hamas did not win the popular vote, they only had around 40%.
