Actually the ATF started the whole thing. They lied to get a warrant and then mounted a raid on a compound full of armed people that knew they were coming. The ATF lied when it claimed the Compound had automatic weapons, they lied when they claimed they had illegal purchased weapons as well. Several of the members of the compound had FFL and any weapons they bought were bought using those licenses. The FBI took over the siege and then created from whole cloth the claim that Koresch was having sex with Children. The Sheriff had never found any evidence of that ever.David Koresh?
