That seems unlikely. Cities over a half million population are almost all experiencing higher percentages of minorities which makes it very difficult for republicans. Republicans are gaining strength in the suburbs and maintaining their strength in rural areas but not the big cities. Minority voter suppression is going to be important to the future of the republican party.

Applying a rule equally to all voters that favors one group over another is voter suppression.

Rates of identification-ownership are highest among White individuals, while other ethnic groups disproportionately lack necessary photo ID. Thirteen percent of Blacks, 10 percent of Hispanics, but only 5 percent of Whites lack photographic identification.

So if you require photo ids to vote, the least impacted will be whites and most impacted will blacks. And if you eliminate voter drop box which are used more heavily by blacks and Hispanics, you make it harder for minorities to cast their vote.
