Baiji, a major Iraqi industrial hot spot with 200.000 citizens has been retaken by the Iraqi Army that was backed by Iranian forces. That includes the large oil refinery, the medias reported about when ISIS terrorists took control over it.
Baiji is in the north of Tikrit, 24 Miles away from that 260.000 citizens city that is still contestet.

Do those IS terrorist idiots actually believe they can operate a refinery if they were able to take it after the barbaric acts they have committed,

It's not about operating it. It's about taking it.

It's not about operating it. It's about taking it.

Take it for what purpose then?

To control the land. Look how long Libyan oil didn't flow. Once Isis establishes full control over the land and once they've consolidated that control, then they'll look at the flow.

From dillo's given link:

A visiting fellow at the Brookings Doha Centre, Luay Al Khatteeb, said that Isis is reportedly smuggling around 30,000 barrels of oil per day, in comparison to Saudi Arabia's 9 million barrel production per day.

There's a lot of storage, yes indeed. It's a refinery. They're selling off stored and refined oil.

Still control of the land is what it's about for them.
