Stalin told his generals that they had to get the Soviet flag on top of the German Reichstag before May Day, a Soviet holiday. So there was a timer.

The Soviets wasted thousands of troops in this rushed attempt, throwing their lives away needlessly.

Some soldiers did raise a flag atop the Reichstag but they weren't communist party members so it didn't count.

Two communist party members where sent into the Reichstag after it was deemed safe and this is there picture.

The Soviets heavily photoshopped the image over the years.
